Notice of Race
The Southeastern Lightning District
and the Columbia Sailing Club welcomes Lightning sailors to Lake Murray for a
weekend of great sailing. At the time of the regatta the old Clubhouse will
have been torn down and new one will be under construction. Hopefully, the
weather will be good. If inclement weather occurs the regatta will be run out
of the new Youth Clubhouse and adjacent shelter. Our fleet and the club members
will do as much as possible to make your sailing experience enjoyable and
memorable.
1.0 RULES
1.1 The
regatta will be governed by the rules as defined in 2005-2008 The Racing Rules of
Sailing, prescriptions of the US Sailing Association, rules of the
International Lightning Class Association, the Notice of Regatta (NOR) and the
Sailing Instructions (SI).
1.2
Personal Equipment:
A PFD for every crewmember and a type IV throw able device is required on board
at all times.
1.3
All competitors
shall comply with South Carolina Department of Natural Resources Rules &
Regulations (http://www.dnr.sc.gov/regs/pdf/rulesregs.pdf).
2.0 ELIGIBILITY AND ENTRY
2.1 The Skipper (Helmsman) must be a Life, Active or Associate Member who
meets the requirements as defined in the ILCA Constitution. Crew must
be
Active, Life, Crew, or Associate Members of the ILCA and shall be
designated
distinctly as Crew. They shall serve as such, only touching the tiller
for brief,
temporary relief. Such periods may include the time required to set,
jibe, or
douse a spinnaker or repair damage to rigging, but no longer.
3.0 FEES
3.1 An
entry fee shall accompany the entry form and signed waiver form in the amount
of $80. (includes three dinner tickets
for Saturday and continental breakfast both days of the event). Extra Dinner tickets available $12 per
adult, children 12 and under $5 per child.

5.0 MEASUREMENTS
5.1 Lightning’s must hold valid Measurement Certificates and must
display valid
Membership, mast decal and carry
proper equipment as required by ILCA.
Yachts not meeting the requirements
are subject to
disqualification (DSQ).
5.2 No sail or boat measurements will be
conducted unless protested.
6.0 SAILING INSTRUCTIONS
(SI)
6.1 The SI will be available at the registration table
during registration.
7.0 SAILING VENUE
7.1 Located on the open waters of Lake
Murray between the dam intake towers and
Spence Islands to the west.
Respect shoal markers on way to venue.
8.0 THE
COURSE
8.1 The course to be sailed will
be a “Windward-Leeward” course. Details regarding any offset mark, gates, etc.
will be in the SI.
9.0 PENALTY SYSTEM
Decisions of the protest committee will
be final as provided in rule 70.4.
10.0
SCORING
10.1 Six
races will be attempted during the allotted time periods.
Only one
race shall be completed to constitute a regatta.
10.2 Each
boat’s series score shall be the total of her race scores using RRS 89.3
(Appendix A4.1 “Low Point
System”) with no throw outs (Changes
Appendix A-Scoring, A2).
11.0 RC SUPPORT BOATS
11.1 Provided by Columbia Sailing Club.
13.0 RADIO COMMUNICATION
13.1 A boat shall neither make radio transmissions while racing
nor receive
radio communications not available
to all boats (RRS 41. (d).
14.0 PRIZES
14.1 Awards for the top three finishers and crew.
15.1 The safety of a boat
and its crew is the sole and inescapable responsibility
of the Skipper who must ensure that the boat is fully
seaworthy and
manned by experienced and physically
capable crew. Neither the
establishment of regulations or inspection
of the boat in any way limits or
reduces the complete and unlimited
responsibility of the Skipper.
15.2 It is the sole and
inescapable responsibility of the Skipper of a boat to
decide whether or not to start or continue
in any race. See RRS 4, Decision
to Race.
15.3 The Southeastern Lightning Fleet,
Columbia Sailing Club, other supporting
sailing
clubs and groups, and participating Sponsors do not accept
responsibility for loss of life to participants or others, for the loss
or
damage to
any vessel on the way and from any cause during or related to
this
event.
The organizing authorities for this event reserve the right to amend
this notice. Any amendments of this
notice made prior to April 25, 2007 will be posted on the event web site at www.sailsoutheast.org. Amendments after April 25, 2007 will be
posted on the Official Notice Board during the event on the official notice
board.

18.1 No pets.
18.2 No
unaccompanied children on docks.
18.3 No smoking in and around the clubhouse and observe
parking directions.
19.0 REGATTA LOCATION
19.1 From I-26 west-or east-bound just north of I-20 continue to exit 102-A (highway 60, Lake Murray Blvd) travel west for 3.9 miles until you reach the traffic light at the DAM. When you get to stoplight at the dam, take a right onto Highway 6 for about 0.5 miles before turning left onto the first paved road on your left, which will be Shuler Road. That road makes a sharp left, another sharp left, and a hairpin right before terminating at the gate to the sailing club. GPS N 34 deg 03.906’ W 81 deg 13.723.
